THE right of way from the Bullcroft in Wallingford to footpath 17 was established by its constant use for well over 20 years by the public at large.
The public assumed a right of way – no specific permission given. Wallingford Town Council further reinforced this use by creating steps over the mound.
It would now appear the town council has decided to flout the law by creating a temporary barrier (which has now fallen over) and removed the steps, thus creating a hazard to any hardy soul prepared to exercise their right to freedom of passage. I would refer anyone vaguely interested in the subject to refer to Section 31 of the Highways Act 1980.
Would the town council or the highways authority (Oxfordshire County Council) please take action and restore to a safe usable position this much used and valuable public right of way?
