London Welsh have been deducted five points and fined £15k for fielding an ineligible player.
The Aviva Premiership club, who play their home matches at Oxford's Kassam Stadium, now slip to the foot of the table, two points adrift.
A further five-point deduction is suspended until the end of next season and will only be activated if the club breach regulations again in that period.
The hearing into the case of scrum half Tyson Keats took place on Tuesday, but the panel of Jeremy Summers (chairman), Mark McCafferty and Peter Budge have only just reached a decision.
Welsh were charged with fielding New Zealander Keats ineligibly in “a number” of Aviva Premiership matches this season, believed to be nine.
The case is said to revolve around which category the Exiles initially used to register Keats when he made his debut in September.
