1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Waltham Forest (hereinafter termed "the Council") propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 (RTRA), as amended.



2. The general effect of the Orders would be to introduce double yellow lines (dyls) ("at any time" waiting restrictions) in the lengths of roads specified in the Schedule to this Notice (in some cases this would involve extending lengths of existing double yellow lines and/or converting single yellow lines);



3. The general effect of the Orders in other roads will be to, in:



(a) Winchelsea Road E7 (WCH) - north-east side - convert 5 metres of permit parking space opposite the north-east facing flank wall of No. 92 Huddlestone Road to a single yellow line waiting restriction (operating under the existing CPZ times) to allow for the provision of secure bicycle parking structures on the highway (as authorized under section 63 of the Road Traffic Regulation Act 1984 and exempted by the London Borough of Waltham Forest Waiting and Loading Consolidation Order 2019)



(b) Poppleton Road (POP) E11 - north-east side - convert 13 metres of GM permit holders only parking space to single yellow line waiting restriction operating between the hours of 10am and 4pm - Mondays to Fridays inclusive between its junction with Preston Road and a point 1 metre north-west of the common boundary of No. 50 and 52 POP;



(c) Grange Park Road (GPK) E10 - north-east side - convert 10.2 metres of VFR permit holders only parking space to single yellow line waiting restriction operating between the hours of 8 a.m. and 6.30 p.m.- Mondays to Saturdays inclusive outside Nos. 97 and 99 GPK;



(d) in Murchison Road E10 (section south-west of Dawlish Road) - to prohibit vehicular traffic travelling in either Dawlish Road or Murchison Road (section north east of Dawlish Road) to enter that section of Murchison south-west of Dawlish Road;



(e) in Waverley Avenue E4 - to prohibit vehicular traffic travelling in Hall Lane (A1009) to enter that section of Waverley Avenue at its junction Hall Lane;



(f) in St James Mews E17 - to prohibit all vehicular traffic from either entering or exiting St James Mews at its junction with St James Street (A1006);



(g) in James Lane E10 (the section between Lyndhurst Drive and Leigh Road) to prohibit motor vehicles (except cycles) from proceeding at any time in any direction other than from north-east to south-west;



(h) Barrett Road E17 -:



(i) north-west side - convert the short stay parking place outside the Doctor Surgery at its junction with Shernhall Street to a Doctor's permit parking place;



(ii) south-east side - convert the permit parking place situated between Shernhall Street and Rosslyn Road to two equal parking places (1) a Shared-Use parking place operating between the hours of 10am and 4pm - Mondays to Fridays inclusive for either WSS Permit Holders only or Free Short Stay parking for a maximum stay of 1 hour and no return within 2 hours on the easternmost half (50%) of the converted parking place; and (2) a Free Short Stay parking place for a maximum stay of 1 hour and no return within 2 hours between the hours of 10am and 4pm - Mondays to Fridays inclusive on the westernmost half (50%) of the convert parking place;



(i) in Empress Avenue E4 on the west side of its north to south arm reduce permit parking space



(i) at the northern and southern ends of the northernmost permit parking place by 1 metre at each end; and



(ii) at the northern and southern ends of the southernmost permit parking place by 1 metre at each end;



and extend the double yellow line "at any time" waiting and loading restrictions at the northern end of the northernmost parking place for a distance of 1 metre and at the southern end of the southernmost parking place for a distance of 1 metre. The single yellow line waiting restriction between the two aforementioned parking places will be extended by a total of 2 metres;

(j) in Grove Park Avenue E4 - south side - remove permit parking space and replace with double yellow line "at any time" waiting restrictions for a distance of 4 metres opposite No. 26 and 28; to improve road safety by ensuring adequate sight lines for drivers at road junctions and communal access.

(k) extend a permit holder parking place (by way of reduction of a a single yellow line waiting restriction) in Rushcroft Road, E4 situated outside No. 23 westwards by 5 metres (to a point outside No. 25);

4. FURTHER NOTICE IS HEREBY GIVEN that the Council under the same RTRA sections mentioned in paragraph 1 propose to make minor amendments to existing Traffic Orders in relation to certain waiting restrictions already existing on the highway, namely in Connlngton Crescent (HRW) E4 - south-west side. Update double yellow line "at any time" waiting restrictions between a point 4.0 metres northwest of the common boundary of Nos. 55/57 CC and a point 2.4 metres north-west of the common boundary of Nos. 47/49 CC;



No changes will be made on street with regards to the restriction mentioned in paragraph 4.

5. FURTHER NOTICE IS HEREBY GIVEN that the Council, in accordance with Sections 90A and 90C of the Highways Act 1980, the Highways (Road Humps) Regulations 1999, proposes to convert speed cushions to sinusoidal humps known as "speed humps" in Windsor Road E10



The sinusoidal road humps would be elevated sections of carriageway, between 75 and 100 millimetres (5mm) higher at their highest point than the surrounding carriageway, extending across the full width of the carriageway.

6. Copies of the Orders, the Council's statement of reasons for proposing to make the Orders and of plans showing the locations and effect of the Orders can be inspected during normal office hours on Mondays to Fridays inclusive until the end of a period of 6 weeks from the date on which the Orders are made or the Council decides not to make the Orders, at (a) the Information Desk, Town Hall, Forest Road, Walthamstow, E17 The Reception Desk and (b) the London Borough of Waltham Forest, Low Hall, Argall Avenue, London, E10 7AS.



7. Any person desiring to object to the proposed Orders or to make any other representation should send a statement in writing of either their objection and the grounds thereof or of their representation to Traffic Orders, Engineering Design, Low Hall, Argall Avenue, London, E10 7AS, quoting reference TS1(19) - LBWF Minor Batch 4 by the end of a period of 21 days from the date on which this Notice is published. All objections must specify the grounds on which they are made.

? north facing side of the island site (south side) - between a point 2 metres north-east of the common boundary of Nos. 1 and 3 RDY and a point 2 metres south-west of the common boundary of Nos. 33 and 35 RDY



? south facing side of the Island site (north side) - between a point 2 metres north-east of the common boundary of Nos. 2 and 4 RDY and a point 2 metres south-west of the common boundary of Nos. 34 and 36 RDY



The Avenue (TAV) E4 - south-east side - extend existing double yellow line "at any time" waiting restrictions:

1. either side of its junction of Falmouth Avenue



a. by 10 metres north-east of its junction of Falmouth Road (outside Nos. 140 and 142 TAV); and



b. by 1.2 metres south-west of its junction of Falmouth Road (opposite No. 121 TAV;



2. either side of its junction of Sunnydene Avenue



a. by 2.8 metres north-east of its junction of Sunnydene Avenue (outside No. 154 TAV); and



b. by 2.8 metres south-west of its junction of Sunnydene Avenue (outside No. 2a Sunnydene Avenue); and



Warwick Road (WWK) E17 - west side - between the south facing wall of No. 13 WWK and a point 4.2 metres south of the southern kerb line of Rodney Place;

Winchester Road (WCH) E4 - east side - between a point in line with the common boundary of Nos. 241 and 243 WCH southwards for a distance of 19 metres Withy Mead (WIY) E4 -

? east and north-east sides - between a point 3 metres north of the south facing wall of No. 26 WIY and a point 5.9 metres north-west of the common boundary of nos. 22 and 24 WIY;
