London Borough Of Merton Road Traffic Regulation Act 1984 - Section 14(1)
Fern Avenue, Cr4 (Temporary Restriction Of Traffic) Order 2022

1. The Council of the London Borough of Merton hereby give notice that to facilitate service pipe relay works In Fern Avenue, CR4, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road.

2. During the works no person will cause or permit any vehicle to:-

(a) enter or proceed in Fern Avenue, CR4, between the common boundary of Nos. 2 and 4 Fern Avenue and the common boundary of Nos. 8 and 10 Fern Avenue; or

(b) wait, including for the purposes of loading or unloading, in the length of road specified in paragraph 2(a) above.

3. Any designated parking place situated in the length of road specified in paragraph 2(a) above will be suspended.

4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Vehicular traffic affected by the road closure should proceed via Sherwood Park Road, the South Lodge Avenue roundabout and Chestnut Grove or vice^versa.

6. Nothing in the Order will apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform, or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency; or

(d) any person requiring vehicular access to properties adjacent to the prohibited road or length of road insofar as access is reasonably practicable without interference with the said works.

7. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

8. The Order will come into operation on Monday 25th April 2022 with the works expected to be completed within 5 days. However, the Order will remain in force for 3 months should further works be required.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
COMMONSIDE EAST, MITCHAM (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2022
1. The Council of the London Borough of Merton hereby give notice that to facilitate carriageway resurfacing works in Commonside East, Mitcham, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road.

2. During the works, no person will cause or permit any vehicle to:

(a) enter or proceed in Commonside East, Mitcham, the main arm, between its junction with Manor Road and its junction with Cedars Avenue; or

(b) wait, including for the purpose of loading or unloading any vehicle, in the length of Commonside East specified in paragraph (a) above.

3. Any designated parking place situated in the length of road specified paragraph 2(a) above will be suspended for the duration of the works.

4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Nothing in the Order will apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions in any emergency; or

(a) eastbound traffic via Commonside West (A236), Upper Green East, London Road, Raleigh Gardens, Holborn Way, London Road, Lock's Lane, Eastfields Road, Tamworth Lane, and Manor Road; or

(b) westbound traffic via Manor Road, Tamworth Lane, Eastfields Road, Lock's Lane, London Road, Holborn Way, Upper Green West, Upper Green East, and Commonside West.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

8. The Order will come into operation on Wednesday 27th April 2022 and it is anticipated that the works will be carried out nightly from that date for 3 consecutive nights between the hours of 8pm and 5am the following day. However, the Order will remain in force for 12 months should further works be required.

LONDON BOROUGH OF MERTON WAITING AND LOADING RESTRICTIONS IN VARIOUS ROADS THE MERTON (WAITING AND LOADING RESTRICTION) (AMENDMENT NO. 504) ORDER 2022 THE MERTON (FREE PARKING PLACES) (NO. 1) ORDER 2022
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 12 April 2022, made the above-mentioned Orders under sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the "Waiting and Loading" Order will be to further amend the Merton (Waiting and Loading Restriction) Order 1977 so that waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle for 40 minutes) will be prohibited at any time in the roads or lengths of road described in Schedule 1 to this Notice.

3. The general effect of the "Free Parking Places" Order will be to introduce the free parking place specified in Schedule 2 to this Notice which will operate at any time throughout the week and specify that:

(a) the parking place may be used, subject to the provisions of the Order, for the leaving during the permitted hours of such vehicles as are passenger vehicles, goods vehicles, invalid carriages or motor cycles; and

(b) there will be no charge for parking in the parking place.

4. The notice of proposal relating to the above-mentioned Orders was advertised on 29 July 2021 (Order Reference ES/WR2021B1) and included proposals for certain waiting restrictions which came into force on 20 December 2021 under the Merton (Waiting and Loading Restriction) (Amendment No. 501) Order 2021 made on 7 December 2021. The remaining proposed waiting restrictions were given further consideration by the Council and are specified in this notice of making, apart from the proposed Camborne Road waiting restrictions for which a decision remains deferred.

5. A copy of the Orders, which will come into force on 15 April 2022, and other documents giving more detailed particulars of the Orders, including plans specifying the lengths of roads affected by the Orders, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Orders were made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX. Documents have also been made available for inspection at

6. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Orders under the powers conferred by sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 as amended.

2. The general effect of the Orders would be to:-

(a) designate a parking place on the carriageway at the location listed in the Schedule to this Notice, in which vehicles authorised by the Order may be left for any period without charge, (please note that the previous proposal to introduce a disabled persons parking place outside No. 121 Abbotsbury Road has been abandoned);

(b) provide that the parking place would operate at all times, unless otherwise stated;

(c) specify, in respect of the parking place, that vehicles displaying in the relevant position, a disabled persons badge (commonly referred to as "the Blue Badge") issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 2000 may be left therein;

(d) provide that certain vehicles may wait in the parking place in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc;

(e) revoke the disabled parking place outside No. 8 Vernon Avenue and re-introduce it so that it lies in Vernon Avenue, Raynes Park, the east side, between the common boundary of Nos. 6 and 8 Vernon Avenue and a point 6.6 metres south of that boundary.

3. The general effect of the 'Parking Places Amendment' Orders would be to shorten in length existing permit only parking places to facilitate a disabled persons parking place in Vernon Avenue and in Abbotsbury Road.

4. A copy of the proposed Orders and other documents giving more detailed particulars of the Orders, including plans which indicate the lengths of roads to which the Orders relate can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.

1. The Council of the London Borough of Merton hereby give notice that to facilitate a crane operation and associated works in Murray Road, SW19, they intend to make an Order, the effect of which would be to temporarily restrict pedestrian and vehicular traffic in the said road.

2. During the works, no person would:-

(a) cause or permit any vehicle to enter or proceed in Murray Road, between its junction with Ridgway and the common boundary of Nos. 51 and 53 Murray Road;

(b) cause or permit any vehicle to wait, including for the purposes of loading or unloading, in the length of Murray Road specified in sub­paragraph (a) above;

(c) enter or proceed in any footway in Murray Road adjacent to the works site.

3. Any designated parking place situated in the length of Murray Road specified in sub-paragraph 2(a) above would be suspended for the duration of the works.

4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Vehicular traffic affected by the road closure should proceed using Lauriston Road, Ridgway, Southside Common and The Grange as required.

6. Pedestrians affected by the footway closure should proceed using the footway opposite.

7. Nothing in the Order would apply to: -

(a) any person or vehicle engaged in the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions in any emergency; or

(d) any person requiring vehicular access to properties adjacent to the prohibited road or length of road insofar as access is reasonably practicable without interference with the said works.

8. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

9. The Order would come into operation on Tuesday 10th May 2022 and it is anticipated that the works would take place that day. However, the Order would remain in force for 3 months should the works be delayed or further works be required.
