CROYDON COUNCIL
PROPOSED INTRODUCTION/AMENDMENT OF CAR CLUB BAYS, DISABLED BAYS, ELECTRIC VEHICLE BAYS, PERMIT/PAYMENT BAYS, POLICE PARKING BAYS AND LOADING BAYS - VARIOUS LOCATIONS

The Croydon (Prohibition and Restriction of Stopping, Loading and Waiting) and (Free Parking Places) (No. H8) Order 20-
The Croydon (On-Street Charged-For Parking Places) (No. H9) Order 20-

1. NOTICE IS HEREBY GIVEN that Croydon Council proposes to make the above Traffic Orders under the relevant sections of the Road Traffic Regulation Act 1984 as amended and all other enabling powers and also proposes to install an electric vehicle charging point under section 16 of the London Local Authorities and Transport for London Act 2013.

2. The general effect of the Orders would be: -

(a) To provide one new car club parking place operating "at any time" in each location as detailed in Schedule 1 to this Notice that may only be used by vehicles displaying a valid car club permit.

(b) To provide a new parking place in which disabled Blue Badge holders may park free of charge at any time as detailed in Schedule 2 to this Notice.

(c) To provide new or amend existing permit/payment parking bays as detailed in Schedule 3 to this Notice and new "at any time" waiting restrictions as described.

(d) To provide additional loading bays and a combined taxi rank/loading area as detailed in Schedule 4 to this Notice.

(e)To provide a police vehicle parking place as detailed in Schedule 5 to this Notice that may only be used by marked police vehicles at any time.
(f) To provide a parking place which may be used free of charge by electrically propelled vehicles that are being charged with electrical power in the location detailed in Schedule 6 to this Notice and to install an electric vehicle charging point adjacent to the proposed parking place as detailed.

(g) To amend the map-based tiles to the Schedule attached to the above Orders so as to accurately represent the parking/loading arrangements as they exist on site.

3. A copy of the proposed Orders and all related documents can be inspected until the last day of a period of six weeks beginning with the date on which the Orders are made or, as the case may be, the Council decides not to make the Orders, between 9am and 4pm by appointment with the Parking Design Team, at Bernard Wetherill House, 8 Mint Walk, Croydon, CRO 1EA (telephone 020 8726 6000 and ask for Parking Design). Alternatively all related documents or further information can be requested by email to Parking.Design@croydon.gov.uk.

4. Persons desiring to object to the proposed Orders should send a statement in writing of their objection and the grounds thereof to the Order Making Section, Parking Design Team, Place Department, Croydon Council, Floor 6, Zone C, Bernard Weatherill House, 8 Mint Walk, Croydon CRO 1 EA or email Parking.Design@croydon.gov.uk quoting the reference PD/CH/H8 & H9 by 16 June 2022.

5. The proposed Orders are intended to introduce various parking and loading bays at various locations across the borough, to provide extra parking for local residents, shoppers and businesses.

SCHEDULE 1 - Proposed Car Club Bays

ROAD
LOCATION DETAILS

Baring Road, Croydon
Adjacent to the flank wall of No. 242 Lower Addiscombe Road
Campbell Road, Croydon
Opposite No. 11 Campbell Road, (replaces a length of single yellow line).
Fell Road, Croydon
The east side of the north to south arm of Fell Road, 14 metres north of the junction with the east to west arm of Fell Road, (replaces a length of double yellow lines).
Normanton Road, South Croydon
Outside Tilbury Lodge, located 3.5 metres south of the common boundary of No. 32 and Tilbury Lodge.
Park Hill Road, Croydon
Outside Nos. 5 & 7 (replaces one permit/payment space).
The Avenue, Croydon
Outside Heronsgate Court, No. 5 the Avenue (replaces a length of single yellow line).

SCHEDULE 2 - Proposed Disabled Bays


ROAD

Fell Road, Croydon
LOCATION DETAILS
The east side of the north to south arm of Fell Road, 21 metres north of the junction with the east to west arm of Fell Road, (replaces a length of double yellow lines).

SCHEDULE 3 - Proposed New/Amended Permit/Payment Bays & No Waiting "At Any Time"

ROAD
DETAILS

Bensham Lane, Croydon
Six new bays (one outside Nos. 20 and 20a, three outside Nos. 22 to 30, and two outside Nos. 36 to 38) (replace a length of single yellow line).
Grenaby Road, Croydon
Remove one of the two bays adjacent to the flank wall of No. 201 Sydenham Road and replace it with "at any time" waiting restrictions. The new waiting restrictions will extend from the end of the existing parking bay outside No. 1 Grenaby Road to the remaining bay adjacent to the flank wall of No. 201 Sydenham Road.
Langton Way,
Three new bays opposite Nos. 11 to 15 (replace a length of single yellow line).
Northbrook Road
Six new bays to be provided opposite Nos. 5 to 19 (replace a length of double yellow lines).

The south (even-numbered) side from a point 3.8 metres west of the common boundary of Nos. 62  and 64 Westow Hill westwards for a distance of 8.8 metres (replaces a length of single yellow line).

South End, Croydon
Outside Nos. 43 to 45a. Existing combined taxi rank/loading bay to become "No waiting except taxis" at any time with loading restrictions applying overnight to allow loading during the daytime, 6am to 6pm.

SCHEDULE 5 - Proposed Police Vehicles Bay

A 12-metre length bay adjacent to the flank wall of the police station at No. 71 Park Lane (replaces double yellow lines).

SCHEDULE 6 - Proposed Electric Vehicle Charging Bay

DETAILS
Outside Tilbury Lodge. Bay and charging point located 9 metres south I of the common boundary of No. 32 and Tilbury Lodge.

RYDONS LANE. COULSDON
TEMPORARY RESTRICTION OF TRAFFIC

1. Croydon Council HEREBY GIVES NOTICE that to facilitate telegraph pole replacement works, they have made an Order the effect of which would be to temporarily restrict traffic in Rydons Lane.

2. Whilst the said works are taking place Rydons Lane will be closed between the common boundary of Nos. 23 and 25 Rydons Lane and a point 45 metres north-east of that common boundary.

3. Whilst the closure is in operation the alternative route for traffic will be via Rydons Lane, Stites Hill Road, Homefield Road, Waddington Avenue, Caterham Drive, Rydons Lane and reversed, as appropriately signed.

4. The Order will come into operation on 26 May 2022 and it is anticipated that the works will be carried out within approximately two days. However, the Order will remain in force for 18 months to be reintroduced should further works be required.

5. The restriction shall not apply in respect of:

(a) any vehicle involved in carrying out the said works;

(b) any vehicle being used for fire brigade, ambulance or police purposes;

(c) anything done with the permission of a police constable in uniform or a Civil Enforcement Officer.

CROYDON COUNCIL

ROAD TRAFFIC REGULATION ACT. 1984. SECTION 14
AS AMENDED AND THE ROAD TRAFFIC (TEMPORARY RESTRICTIONS) ACT 1991
WADDINGTON WAY. SOUTH NORWOOD
TEMPORARY RESTRICTION OF PARKING

1. Croydon Council HEREBY GIVES NOTICE that to facilitate water main replacement works, they have made an Order the effect of which would be to temporarily restrict parking in Waddington Way, South Norwood.

2. Whilst the said works are taking place, parking will be suspended and temporary waiting and loading restrictions operating 'at any time' will be introduced in Waddington Way between its junctions with Spa Hill and Spurgeon Road.

3. The Order will come into operation on 23 May 2022 and it is anticipated that the works will be completed on 19 June 2022. However, the Order will remain in force for a maximum duration of 18 months to be reintroduced if further works are required.

4. These restrictions shall not apply in respect of:

(a) a vehicle being used to carry out the said works;

(b) a vehicle being used for fire brigade, ambulance or police purposes;

(c) anything done with the permission of a police constable in uniform or a Civil Enforcement Officer.

PENRITH ROAD, THORNTON HEATH
TEMPORARY RESTRICTION OF TRAFFIC

1. Croydon Council, HEREBY GIVES NOTICE that to facilitate service pipe repair works on behalf of Thames Water, they intend to make an Order the effect of which would be to temporarily restrict traffic in Penrith Road.

2. Whilst the said works are taking place:-

(a) Penrith Road will be closed to vehicular traffic between its junction with Burlington Road and the north-western boundary of No. 65 Burlington Road;

(b) The north-eastern footway of Penrith Road will be closed between its junction with Burlington Road and the north-western boundary of No. 65 Burlington Road

3. During the closure the diversion routes for vehicular traffic will be as detailed below and appropriately signed. Pedestrians will be diverted to the opposite footway.

- Via Burlington Road, Upton Road, Cranbrook Road, Penrith Road and reversed; or

- Via Burlington Road, Beulah Crescent, Osbourne Road, Northwood Road, Penrith Road and reversed.

4. The Order will come into operation on 20 June 2022 and it is anticipated that the works will be completed within four days. However, the Order will remain in force for 18 months to be reintroduced should further works be required.

5. These restrictions shall not apply in respect of:

(a) any vehicle involved in carrying out the said works;

(b) any vehicle being used for fire brigade, ambulance or police purposes;

(c) anything done with the permission of a police constable in uniform or a Civil Enforcement Officer.

CROYDON COUNCIL
ROAD TRAFFIC REGULATION ACT 1984. SECTION 16A AS AMENDED

TEMPORARY PROHIBITION OF VEHICULAR TRAFFIC ORDER JUBILEE BEACON LIGHTING EVENT - KATHARINE STREET. CROYDON

1. Croydon Council HEREBY GIVE NOTICE that to facilitate the lighting of a beacon to celebrate the Queen's Platinum Jubilee they intend to make a Traffic Order under Section 16A of the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Order will be to temporarily close Katharine Street between its junctions with Fell Road and High Street, Croydon to vehicular traffic between 7.30pm and 10pm on 02 June 2022 to facilitate the event.

3. The provisions of the Order will not prevent access being maintained for pedestrians to any premises situated on or adjacent to any road to which the Order relates, or to any other premises accessible from, and only from, such a road.

4. During the closure the alternative route for traffic will be via Fell Road slip road and Park Lane.

5. The provisions of the Order will only apply during such times as indicated by traffic signs.

6. The restrictions shall not apply in respect of:

(a) any vehicle being used for fire brigade, ambulance or police purposes;

(b) anything done with the permission of a police constable in uniform or a Civil Enforcement Officer.

TEMPORARY PROHIBITION OF TRAFFIC ORDER OLD COULSDON VILLAGE FAIR EVENT
ASSOCIATED RESTRICTIONS

1. Croydon Council HEREBY GIVE NOTICE that to facilitate the forthcoming Old Coulsdon Village Fair event they intend to make a Traffic Order the effect of which will be to introduce waiting and loading restrictions prohibiting parking "at any time" in the lengths of roads specified in the Schedule to this Notice.

2. The provisions of the Order will not prevent access being maintained for pedestrians to any premises situated on or adjacent to any road to which this Order relates, or to any other premises accessible from, and only from, such a road.

3. The Order will come into effect on 02 July 2022 and will remain in force for one day.

Canon's Hill Both sides, between its junction with Coulsdon Road and the southwestern boundary of No. 1 Canon's Hill (excluding disabled bays outside the congregational church side entrance).
Coulsdon Road Both sides, from a point 15 metres north of its junction with Jubilee Way to a point 20 metres south of that junction.
