Proposed Conversion of Parking Places to Waiting Restriction in Chase Side Avenue and Rothesay Avenue

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, propose to make the above mentioned Orders under the powers conferred by sections 6, 45, 46, 49 and 124 of and Part IV of Schedule

9 to the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the 'Parking Places' Order would be to remove the lengths of parking place specified in the Schedule to this notice.

3. The general effect of the "Waiting and Loading" Order would be to further amend the Merton (Waiting and Loading Restriction) Order 1977 so that-

(a) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle for 40 minutes) would be prohibited:-

(i) at any time in the length of Chase Side Avenue described in item 1 of the Schedule to this notice;

(ii) between 8.30am and 6.30pm Mondays to Fridays in the length of Rothesay Avenue described in item 2 of the Schedule to this notice;

(b) the waiting restrictions in Chase Side Avenue, Oxford Avenue and Rothesay Avenue would be updated to better match the current on-street layout.

4. A copy of the proposed Orders and other documents giving more detailed particulars of the Orders, including a plan which indicates the lengths of road to which the Orders relate can be inspected Mondays to Fridays during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.

5. Any person desiring to comment on the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX,

or alternatively by email to

SCHEDULE
1. CHASE SIDE AVENUE, SW20; the north-east side, from a point 1.5 metres south-east of a point opposite the common boundary of Nos. 16 and 17 Chase Side Avenue north-westward for a distance of 3.5 metres.

2. ROTHESAY AVENUE, SW20; the north-east side, from a point 2.5 metres north-west of the common boundary of Nos. 11/12 and Nos. 14/15 Rothesay Avenue north-westward for a distance of 7 metres.

(LOWER DOWNS ROAD. RAYNES PARK)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2022
1. The Council of the London Borough of Merton hereby give notice that to facilitate sewer cleaning works in Lower Downs Road, Raynes Park, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road.

2. During the works no person will cause or permit any vehicle toi­ls) enter or proceed in Lower Downs Road, between its junction with

Southdown Road and its junction with Toynbee Road; or (b) wait, including for the purpose of loading or unloading any vehicle, in the length of Lower Downs Road specified in sub-paragraph (a) above.
3. Any designated parking place situated in the length of Lower Downs Road specified in paragraph 2 above will be suspended for the duration of the works in that length of road.

4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Nothing in the Order will apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes in any emergency, subject to site conditions; or

(d) any person requiring vehicular access to properties adjacent to the prohibited road or length of road insofar as access is reasonably practicable without interference with the said works.

6. Vehicular traffic affected by the road closure should proceed:-

(a) southbound by way of Worple Road, Pepys Road, Raynes Park Bridge and Kingston Road; or

(b) northbound by way of Kingston Road, Approach Road, Raynes Park Bridge, Coombe Lane, Lambton Road and Worple Road.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

8. The Order will come into force at 10pm on Sunday 12th June 2022 and it is expected that the works will be completed by 5.30am on Tuesday 14th June 2022. However, the Order will remain in force for a period of 3 months should further works be required.

LAVENDER GROVE. MITCHAM (TEMPORARY RESTRICTION OF TRAFFICl ORDER 2022
1. The Council of the London Borough of Merton hereby give notice that to facilitate new water connection works in Lavender Grove, Mitcham, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.

2. During the works no person would cause or permit any vehicle to :-

(a) enter or proceed in Lavender Grove, from a point 5 metres north of the common boundary of Nos. 1 and 3 Lavender Grove southward to a

point 5 metres south of the common boundary of Nos. 3 and 5 Lavender Grove; or
(b) wait, including for the purpose of loading or unloading any vehicle, in the road or length of road specified in sub-paragraph 2(a) above.

3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

5. Lavender Grove is a cul-de-sac and a diversion route is not applicable. Access would be maintained for residents through the use of

road plates.
6. Nothing in the Order would apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions during any emergency; or

(d) any person requiring vehicular access to properties adjacent to the prohibited road or length of road insofar as access is reasonably practicable without interference with the said works.

7. The Order would come into operation on Monday 27th June 2022 and remain in force for 6 months.

LINGFIELD ROAD. SW19
(TEMPORARY RESTRICTION OF TRAFFICl ORDER 2022
1. The Council of the London Borough of Merton hereby give notice that to facilitate new water connection works in Lingfield Road, SW19, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.

2. During the works no person would cause or permit any vehicle to:-

(a) enter or proceed in Lingfield Road, between the common boundary of Nos. 6 and 7 Lingfield Road and the common boundary of Nos. 8 and 9 Lingfield Road; or

(b) wait, including for the purpose of loading or unloading any vehicle, in the road or length of road specified in sub-paragraph 2(a) above.

3. During the works the one-way working in Lingfield Road would be suspended.

4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

6. Traffic affected by the road closure should proceed via Southside Common, The Grange and Ridgway or via Ridqway and High Street Wimbledon.

7. Nothing in the Order would apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions during any emergency; or

(d) any person requiring vehicular access to properties adjacent to the prohibited road or length of road insofar as access is reasonably practicable without interference with the said works.

8. The Order would come into operation on Monday 4th July 2022 and remain in force for 6 months.

WINDMILL ROAD. MITCHAM
(TEMPORARY RESTRICTION OF TRAFFICl ORDER 2022
1. The Council of the London Borough of Merton hereby give notice that to facilitate telecommunication works in Windmill Road, Mitcham, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.

2. During the worksi­te) no person would cause or permit any vehicle to enter or proceed in

Windmill Road, between its junction with Commonside East and the entrance to the car park at the Mill House Ecology Centre; or (b) wait, including for the purposes of loading or unloading, in the road or length of road specified in sub-paragraph 2(a) above.
3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Vehicular traffic affected by the road closure should proceed via Commonside East, Commonside West and Croydon Road or vice-versa.

5. Nothing in the Order would apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions in any emergency.

6. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

7. The Order would come into operation on Saturday 25th June 2022 with the works anticipated to be completed the following day. However, the Order would remain in force for 3 months should further works be required.

CANNON HILL LANE. SW20
(TEMPORARY RESTRICTION OF TRAFFICl ORDER 2022
1. The Council of the London Borough of Merton hereby give notice that to enable telecommunication works in Cannon Hill Lane, they intend to make an Order, the effect of which would be to temporarily restrict vehicular and pedestrian traffic in the said road.

2. During the works no person would:-

(a) cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in Cannon Hill Lane, both sides between a point 2 metres south-west of the common boundary of Nos. 357 and 379 Cannon Hill Lane and a point 2 metres north of the common boundary of Nos. 379 and 381 Cannon Hill Lane;

(b) enter or proceed on the western footway of Cannon Hill Lane, between a point opposite the common boundary of Nos. 365 and 367 Cannon Hill Lane and a point opposite the common boundary of 371 and 373 Cannon Hill Lane.

3. The restrictions would apply only during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

5. Nothing in the Order would apply to: -

(a) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(b) any vehicle being used in connection with the execution of the said works; or

(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency; or

(d) so as to prevent pedestrian access to premises adjacent to the length of footway specified in sub-paragraph 2(b) above.

6. Pedestrian traffic affected by the footway closure should proceed using the footway opposite.

7. The Order would come into operation on Monday 27 June 2022 with the works anticipated to be completed on 30 June 2022. However, the Order would remain in force for 3 months should further works be required.

WIMBLEDON CHAMPIONSHIPS 2022 (CHURCH ROAD AND SOMERSET ROAD. SW191
(TEMPORARY RESTRICTION OF TRAFFICl ORDER 2022
1. The London Borough of Merton Council, on the recommendation of the Commissioner of Police of the Metropolis, hereby give notice that for purposes relating to danger or damage connected with terrorism, they intend to make an Order, the effect of which would be to temporarily restrict pedestrian and vehicular traffic in Church Road and Somerset Road, as required, during the Wimbledon Championships 2022.

2. Between the hours of 6am on Monday 27th June 2022 until 11.59pm on Monday 11th July 2022, when and where appropriate signs are being displayed, no person would:-

(a) enter or proceed in:

(i) Church Road, between its junction with Bathgate Road and its junction with Somerset Road;

(ii) Somerset Road, between its junction with Marryat Road and its junction with Newstead Way;

(b) cause or permit any vehicle to enter or proceed in the roads or lengths of road specified in subparagraph 2(a) above.

3. The Order would confer powers to police constables and persons authorised by them to direct that any provision of the Order be suspended, commenced or revived, and to place barriers and obstructions on the roads or lengths of road specified in sub-paragraph 2(a) above, as they consider appropriate. The Order would also confer the power of discretion to police constables and authorised persons which would enable them to facilitate limited access to certain vehicles and pedestrians, including residents and those wishing to attend the event.

4. Alternative routes for diverted traffic would be indicated by advance warning and diversion signs but would likely use one or more of the following roads:- Church Road, High Street Wimbledon, Parkside, Wimbledon Parkside, Inner Park Road, Augustus Road, Replingham Road, Merton Road, Durnsford Road, Gap Road, Leopold Road, Arthur Road and St Mary's Road.

5. The Order would come into operation on Monday 27th June 2022, and remain in force until Monday 11th July 2022 inclusive.
