London Borough of Merton Disabled Persons Parking Places the Merton (Free Parking Places) (Disabled Persons) (No. 263) Order 2022 The Merton (Parking Places) (GC3) (Amendment No. 4) Order 2022 The Merton (Parking Places) (H21 (Amendment No. 11 Order 2022

(This notice replaces a similar notice published on 23rd June 2022 in the
Wimbledon and Wandsworth Times)

6. The Order will come into operation on Monday 4th July 2022 and remain in force for 6 months or until the works are completed, whichever is the earlier. Dated 30 June, 2022.

(melrose avenue. Sw191 (temporary restriction of trafficl order 2022

1. The Council of the London Borough of Merton hereby give notice that to facilitate highway improvement works in Melrose Avenue, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.

2. During the works, no person would cause or permit any vehicle toi­ls) enter or proceed in Melrose Avenue; from the common boundary of Nos.

25 and 27 Melrose Avenue northwestward for a distance of 15 metres; (b) to wait, including for the purpose of loading or unloading any vehicle, in Melrose Avenue, the southwest side, from the south-eastern boundary of No. 1 Melrose Avenue north-westward to a point 2 metres northwest of the common boundary of Nos. 43 and 45 Melrose Avenue.
3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Any designated parking place situated in the road or length of road specified in subparagraph 2(b) above would be suspended for the duration of the works.

5. During the works, the point closure outside No. 57 Ryfold Road would be suspended to facilitate a diversion route for vehicular traffic affected by the road closure.

6. Vehicular traffic affected by the road closure should proceed via Stroud Road, Durnsford Road and Ryfold Road.

7. Nothing in the Order would apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions during any emergency; or

(d) any person requiring vehicular access to properties adjacent to the prohibited road or length of road specified in sub-paragraph 2(a) above insofar as access is reasonably practicable without interference.

8. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

9. The Order would come into operation on Monday 11th July 2022 and it is anticipated that the works would take two weeks to complete. However, should further works be required, the Order would remain in force for a maximum period of 6 months.

London Borough of Merton Road Traffic Regulation Act 1984 - Section 14(1)
(Various Roads) (No. 11 (Temporary Restriction of Traffic) Order 2022

1. The London Borough of Merton Council hereby give notice that to facilitate a programme of carriageway resurfacing and general maintenance works to be undertaken in the roads specified in column 1 of the Schedule to this notice, they have made an Order, the effect of which, during the works, will be to temporarily prohibit vehicular traffic from entering, proceeding or waiting, including in any parking places, in those roads or lengths of roads specified in column 1 of the Schedule to this notice.

2. Any designated parking place situated in any of the roads or lengths of roads specified in column 1 of the Schedule to this notice will be suspended for the duration of the works in those roads or lengths of roads.

3. The restrictions and suspensions will apply only during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Alternative routes for diverted traffic will be indicated by advance warning and diversion signs on the roads affected when the works are in progress but will likely be those diversion routes specified in column 2 of the Schedule to this notice.

5. Any vehicle that is in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

6. Nothing in the Order will apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police officer in uniform or a police community support officer in uniform; or

(c) emergency service vehicles, subject to site conditions at the time of any emergency; or

(d) any person requiring vehicular access to properties adjacent to the prohibited roads or lengths of roads insofar as access is reasonably practicable without interference with the said works.

7. The Order will come into force on Monday 4th July 2022 and the anticipated works dates are specified in column 3 of the Schedule to this notice. However, the Order will remain in operation for a maximum period of 12 months and its provisions will be re-introduced should further works be required.

London Borough of Merton Road Traffic Regulation Act 1984 - Section 14(1)
(Palestine Grove. SW191 (Temporary Prohibition of Traffic) Order 2022

1. The Council of the London Borough of Merton hereby give notice that to facilitate cover replacement works in Palestine Grove, they have made an Order the effect of which will be to temporarily prohibit vehicular traffic the said road.

2. During the works: -

(a) no person will cause or permit any vehicle to enter or proceed in Palestine Grove, SW19; and

(b) the one-way working in Palestine Grove will be suspended.

3. The prohibitions will apply only during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Nothing in the Order will apply: -

(a) to any vehicle being used in connection with the execution of the said works; or

(b) to anything done with the permission or at the direction of a police officer in uniform or a police community support officer in uniform; or

(c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency; or

(d) so as to prevent vehicular egress from Palestine Grove or vehicular access to premises in or adjacent to Palestine Grove, insofar as access or egress is reasonably practicable without interference with the works.

5. An alternative route for diverted traffic will be via Christohurch Road, Liberty Avenue and Willow View.

6. The Order will come into operation on Friday 8th July 2022 with the works anticipated to be carried out between 7pm on 8th July 2022 and 6am the following day or as a back-up, between 7pm on 15th July 2022 and 6am the following day. However, the Order will remain in operation for a maximum period of 3 months and its provisions will be re-introduced during that period should further works be required.

SCHEDULE
PROPOSED CARRIAGEWAY RESURFACING AND GENERAL MAINTENANCE WORKS

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of

Merton, on 22 June 2022, made the above-mentioned Orders under the powers conferred by sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 as amended. The general effect of the Orders will be to:-
(a) designate a parking place on the carriageway at the location listed in the Schedule to this Notice, in which vehicles authorised by the Order may be left for any period without charge;

(b) provide that the parking place will operate at all times, unless otherwise

(c) specify, in respect of the parking place, that vehicles displaying in the relevant position, a disabled persons badge (commonly referred to as "the Blue Badge") issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 2000 may be left therein;

(d) provide that certain vehicles may wait in the parking place in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc;

(e) revoke the disabled parking place outside No. 14 Dunster Avenue.

3. The general effect of the 'Parking Places Amendment Orders will be to shorten in length existing permit only parking places to facilitate a disabled persons parking place in Caxton Road and in Garden Avenue.

4. A copy of each of the Orders, which will come into force on 4 July 2022, and other documents giving more detailed particulars of the Orders, including plans which indicate the roads or lengths of road to which the Orders relate, can be inspected during normal office hours Mondays to Fridays, until the end of six weeks from the date on which the Orders were made, at Merton Link, Merton Civic Centre, London Road, Morden.

5. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.

1. The Council of the London Borough of Merton hereby give notice that to facilitate cover replacement works in High Street Colliers Wood, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in Cavendish Road.

2. During the works no person will cause or permit any vehicle to: -

(a) enter or proceed in Cavendish Road, Colliers Wood, from its junction with High Street Colliers Wood eastward for a distance of 5 metres; or

(b) wait, including for the purpose of loading or unloading, in the road or length of road specified in paragraph 2(a) above.

3. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Vehicular traffic affected by the road closure should proceed using High Street Colliers Wood, Marlborough Road and Park Road.

5. Nothing in the Order will apply: -

(a) to any vehicle being used in connection with the execution of the said works; or

(b) to anything done with the permission or at the direction of a police constable in uniform, or a police community support officer in uniform; or

(c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions during any emergency; or

(d) so as to prevent vehicular access to premises in or adjacent to the road or length of road specified in paragraph 2(a) to this notice insofar as access is reasonably practicable without interference with the works.

6. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

7. The Order will come into operation on Tuesday 12th July 2022 with the works expected to be completed the same day. However, the Order will remain in force for 3 months should further works be required.

London Borough of Merton Road Traffic Regulation Act 1984 - Section 14(1)
(Church Road. CR41 (Temporary Restriction of Traffic) Order 2022

1. The Council of the London Borough of Merton hereby give notice that to facilitate new water connection works in Church Road, CR4, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road.

2. During the works, no person will cause or permit any vehicle (including any bicycle), to enter or proceed in any cycle lane or length of cycle lane located in Church Road, CR4, between its junction with Batsworth Road and a point 34 metres north of its junction with Phipp's Bridge Road.

3. The restriction will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Bicycles affected by the cycle lane closures should proceed using the main carriageway.

5. Nothing in the Order will apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform, a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions in any emergency.
