1. (CENTRAL AREA OXFORD) (CONTROLLED PARKING ZONE AND WAITING RESTRICTIONS) (VARIATION NO. 13) ORDER 2017; AND 2. (THE CITY OF OXFORD)
(CENTRAL AREA) (TRAFFIC MANAGEMENT) (CONSOLIDATION) (VARIATION NO. 8) ORDER 2017
NOTICE IS HEREBY GIVEN that on 13th October 2017 the County Council made the above orders under the Road Traffic Regulation Act 1984 and all other enabling powers. The orders, which come into force on 23rd October 2017 further amend the Oxfordshire County Council (Central Area Oxford) (Controlled Parking Zone and Waiting Restrictions) Order 2011; and (The City of Oxford) (Central Area) (Traffic Management) (Consolidation) Order 2003. There are also minor administrative amendments not associated with the Westgate project to clarify wording within the legal orders and having no other effect. The measures relate to the development of the Westgate Centre and the traffic management etc. in the nearby city centre.The effects of the orders are as follows:
1. introduce a 20 metre long Loading Bay on the footway outside Mill Stream House on Norfolk Street, applies over 24 hours on every day, with a maximum stay of 20 minutes and no return within 2 hours;

2. introduce a prohibition on loading at all times in the existing and new sections of Norfolk Street* and the southern section of Old Greyfriars Street*, at the entrance to Blackfriars Road*, along Thames Street* (west of Blackfriars Road) and Oxpens Road*, and on the northern side of Paradise Square (southern section) (* these roads currently have the following restriction: * Loading prohibition 7.30 ? 9.30am, and 4 ? 6pm to 6pm each day)

3. Introduce new traffic restrictions as follows:

(a) Castle Street (south of Paradise Street) and the existing and new sections of Norfolk Street (linking Castle Street to Old Greyfriars Street) will have access restrictions permitting only cycles, local buses and (in a west/north bound direction only) vehicles delivering to Mill Stream House and Westgate; (b) Old Greyfriars Street will have access restrictions permitting only cycles, local buses, taxis, private hire and delivery vehicles; (c) a prohibition on vehicles turning right from Old Greyfriars Street (northern section) into Norfolk Street.
4. introduce new bus stops in Castle Street, Norfolk Street and Oxpens Road; and a new taxi rank in Old Greyfriars Street (northern section).

5. High Street

(a) North side - Provision of 24/7 loading bay, 5 metres west of Turl Street, westwards for 10 metres;

(b) South side - Provision of new 24/7 loading bay, 17 metres west of King Edwards Street, westwards for 18 metres.

6. High Street & St Aldates - Clearway order -

both sides:
i.e. No waiting/loading/stopping at any time between 12 noon and 8pm from a point in High Street 35 metres west of King Edwards Street to Carfax and southwards in St Aldates to a point 18 metres south of Pembroke Square, a total distance of approximately 380 metres. There will be Bus Stops within this clearway and marked loading bays but no other stopping permitted, including for Disabled Persons vehicles and taxis.
7. George Street junction with Worcester Street and Hythe Bridge Street,

The junction layout is reconfigured with a pedestrian refuge and no motor vehicles will turn right from George Street northwards intoWorcester Street. Cyclists' movements will not be restricted by the changes.

If you wish to question the validity of this Order or of any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or on the grounds that any requirement of this Act or of any instrument made under it has not been complied with in relation to this Order, you may within six weeks from the I3 October 20I7 applyto the High Court for this purpose.
