LONDON BOROUGH OF MERTON The Merton (Waiting and Loading Restriction) (Amendment No. 463) Experimental Traffic Order 2018

1. NOTICE IS HEREBY GIVEN that the London Borough of Merton, have made the above mentioned Order under sections 9, 10, 124 of, and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 (therein after referred to as the Act), and all other enabling powers.



2. The Order was made on 12 December 2018 and shall come into force on 24 December 2018 and shall continue in force for a maximum period of 18 months.



3. The general effect of the Order will be to introduce waiting restrictions operating at "any time' in the road or lengths of road specified in the Schedule to this notice.



4. While the Order remains in force, the Head of futureMerton or some person authorised in that behalf by him, may, under section 10(2) of the Act, if it appears to him or that person, essential in the interest of convenient, expeditious, and the safe movement of traffic or for preserving or improving the amenities of the area through which any road affected by the Order runs, modify or suspend the Order or provisions thereof.



5. A copy of the Order, a plan identifying the lengths of road affected by the Order, and the Council's Statement of Reasons for making the Order can be inspected during normal office hours on Mondays to Fridays inclusive at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, until the end of a period six months from the date on which the Order comes into force.



6. The London Borough of Merton, as the Order making authority, will consider in due course whether the provisions of the Order should be continued in force indefinitely by means of an Order made under section 6 of the Act. Any person desiring to object to the Order continuing indefinitely may, within the above mentioned period of six months, send a statement in writing of their objection and providing the grounds on which it is made to the Head of futureMerton at the address below quoting the reference ES/ WRCENTRALROAD.



7. Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Act, or that any of the relevant requirements of the Act, or of any relevant regulations made under that Act have not been complied with in relation to the Order may, within six weeks from the date on which the Order was made, make an application for this purpose to the High Court.

SCHEDULE

CENTRAL ROAD, MORDEN

(a) the north-west side, from the common boundary of Nos. 258 and 260 Central Road to a point 2 metres south-west of the common boundary of Nos. 232/234 and Nos. 236/238 Central Road;



(b) the south-east side, from the common boundary of Nos. 258 and 260 Central Road to its junction with Central Road, the arm fronting

Nos. 235 to 239 Central Road; (c) the arm fronting Nos. 235 to 239 Central Road, the south-west side, from its junction of Central Road, the main arm, south-eastward for a distance of 7 metres.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) (EASTFIELDS ROAD AND GROVE ROAD, CR4) (TEMPORARY RESTRICTION OF TRAFFIC) (NO. 5) ORDER 2018

1. The London Borough of Merton Council hereby give notice that to facilitate essential rail road vehicle (RRV) access and egress at the Eastfields Road level crossing to enable track works, they intend to make an Order, the effect of which would be to temporarily prohibit pedestrian and vehicular traffic in Eastfields Road and Grove Road.



2. Whilst the works take place no person would:-



(a) cause or permit any vehicle to enter, proceed, wait, load or unload in:



(i) Eastfields Road, between its junction with Grove Road and its junction with Rialto Road; and



(ii) Grove Road, from its junction with Eastfields Road south-eastward for a distance of 10 metres; or



(b) enter or proceed in the lengths of road listed in sub-paragraph 2(a) above.



3. The prohibition would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.



4. Vehicular access to properties adjacent to the prohibited lengths of road would be maintained insofar as access is reasonably practicable without interference with the said works.



5. Pedestrian access to properties adjacent to the prohibited lengths of road would be maintained at all times.



6. Alternative routes for diverted traffic would be as follows:



(a) for vehicles from Grove Road, via Tamworth Lane, Cedars Avenue, Commonside East, Upper Green East, London Road, Raleigh Gardens, Holborn Way, London Road, Lock's Lane and Eastfields Road;



(b) for vehicles from Eastfields Road, via Lock's Lane, London Road, Upper Green East, Commonside East, Cedar Avenue, Tamworth Lane and Grove Road;



(c) for pedestrians, via the adjacent footbridge.



7. Nothing in the Order would apply to: -



(a) any vehicle being used in connection with the execution of the said works; or



(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or



(c) any vehicle being used for police, fire brigade or ambulance purposes.



8. Nothing in paragraph 2(b) above would apply to persons connected with the execution of the works.



9. The Order would apply from 11 pm on Saturday 5 January 2019 until 4am

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) WILLOW LANE AND WILLOW LANE BRIDGE, MITCHAM (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2018

1. The Council of the London Borough of Merton hereby give notice that to facilitate essential flood defence works at Willow Lane Bridge and the Willow Lane railway bridge, they intend to make an Order, the effect of which would be to temporarily restrict traffic in Willow Lane and Willow Lane Bridge.



2. During the works no person would:-



(a) cause or permit any vehicle to enter or proceed in:-



(i) Willow Lane, from its junction with Carshalton Road to its northernmost junction with Willow Lane Bridge;



(ii) Willow Lane, from its southernmost junction with Willow Lane Bridge south-westward for a distance of 50 metres;



(iii) Willow Lane Bridge, for its entire length;



(b) cause or permit any vehicle to wait, load or unload in the lengths of roads specified in sub-paragraph 2(a) above;



(c) enter or proceed on Willow Lane Bridge or the railway bridge in Willow Lane.



3. The one-way working in Willow Lane and Willow Lane Bridge would be suspended for the duration of the works.



4. The restrictions would apply only during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.



5. Any vehicle waiting in contravention of any waiting restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.



6. Nothing in the Order would apply to: -



(a) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or



(b) any person carrying out the works or any vehicle being used in connection with the execution of the said works; or



(c) any vehicle being used for police, fire brigade or ambulance purposes subject to site conditions at the time of any emergency.



7. Vehicular traffic affected by the road closure should proceed by way of Carshalton Road, Goat Road and Wates Way.



8. Pedestrian traffic affected by the bridge closures should proceed by way of Carshalton Road, Drake Road and the Tramway Path.



9. The Order would come into force on Saturday 5 January 2019 and it is anticipated that works would be carried out over two days. However, the Order would remain in force for 3 months should further works be required.
