LONDON BOROUGH OF MERTON INTRODUCTION OF WAITING RESTRICTIONS IN VARIOUS ROADS THE MERTON (WAITING AND LOADING RESTRICTION) (AMENDMENT NO. 465) ORDER 2019

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 6 February 2019, made the above-mentioned Order under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.



2. The general effect of the "Waiting and Loading" Order will be to further amend the Merton (Waiting and Loading Restriction) Order 1977 so that waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle for 20 minutes) will be prohibited at any time in the roads or lengths of roads listed in the Schedule to this Notice.



3. A copy of the Order, which will come into force on 18 February 2019, and other documents giving more detailed particulars of the Order, including plans specifying the roads or lengths of roads affected by the Order, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Order was made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX.



4. Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Order may, within six weeks from the date on which the Order was made, make application for the purpose to the High Court.

SCHEDULE SAXONBURY CLOSE, MITCHAM;

(a) the west side, from a point 10 metres south of the southern kerb-line of Phipp's Bridge Road southward to a point 1 metre south of the northern boundary of No. 102 Saxonbury Close;



(b) the east and north sides, from a point 1 metre north of a point opposite the northern boundary of No. 102 Saxonbury Close southward and then eastward to a point 9.6 metres west of the common boundary of Nos. 10 and 11 Saxonbury Close;



(c) any carriageway immediately surrounding the island site which is not marked out or paved as a parking bay.

both sides, from the north-western kerb-line of Batsworth Road northward for a distance of 10 metres.

the north-west side, from a point 17 metres south-west of the south-western kerb-line of Botsford Road, south-westward for a distance of 4 metres.

Provision and Removal of Disabled Persons Parking Places THE MERTON (FREE PARKING PLACES) (DISABLED PERSONS) (NO. 232) ORDER 2019 THE MERTON (PARKING PLACES) (H1) (AMENDMENT NO. 1) ORDER 2019 THE MERTON (PARKING PLACES) (WIMBLEDON PARK) (NO. 2) (AMENDMENT NO. 2) ORDER 2019

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 6 February 2019, made the above-mentioned Orders under the powers conferred by sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 as amended.



2. The general effect of the 'Free Parking Places' Order will be to: -



(a) designate a parking place on the carriageway at the location listed in Schedule 1 to this Notice, in which vehicles authorised by the 'Disabled Persons' Order may be left for any period without charge;



(b) provide that the parking place will operate at all times, unless otherwise stated;



(c) specify, in respect of the parking place, that vehicles displaying in the relevant position, a disabled persons badge (commonly referred to as "the Blue Badge") issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 2000 may be left therein;



(d) provide that certain vehicles may wait in the parking place in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc;



(e) revoke the disabled persons parking place at the location listed in Schedule 2 to this notice.



3. The general effect of the 'Parking Places Amendment' Orders will be to shorten in length an existing permit parking place in Havelock Road, Wimbledon, to facilitate the installation of a disabled persons parking place in that road and lengthen a shared-use parking place in Stroud Road, Wimbledon, upon the removal of an existing disabled parking place.

4. 1. NOTICE IS HEREBY GIVEN that further to the Notice published by the Council of the London Borough of Merton in the Wimbledon Times and the London Gazette on 18 January 2019 in regards to the proposed introduction of MTC1 controlled parking zone in the roads or lengths of roads specified in the Schedule below, the consultation period for making representations or objecting to the above-mentioned proposed Orders has been extended by two weeks.



2. Any person desiring to comment on the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively by email to trafficandhighways@merton.gov.uk quoting reference ES/MTC1, no later than 22 February 2019.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) WEST BARNES LANE, KT3 (TEMPORARY RESTRICTION OF TRAFFIC) (NO. 2) ORDER 2019

1. The London Borough of Merton Council hereby give notice that to facilitate the lift and inspection of the level crossing and associated works at the northernmost level crossing on West Barnes Lane, they intend to make an Order, the effect of which would be to temporarily prohibit pedestrian and vehicular traffic in the said road.



2. Whilst the works take place no person would:-



(a) cause or permit any vehicle to enter, proceed, wait, load or unload in West Barnes Lane between the eastern kerb-line of Burlington Road and the western kerb-line of Linkway;



(b) enter or proceed in the length of West Barnes Lane specified in sub-paragraph 2(a) above.



3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.



4. Any vehicle in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.



5. The alternative routes for:-



(a) vehicles affected by the closure would be via West Barnes Lane, Claremont Avenue, Burlington Road and West Barnes Lane and vice versa;



(b) pedestrians affected by the closure would be via the adjacent footbridge.



6. Nothing in the Order would apply: -



(a) to any person carrying out the works or any vehicle being used in connection with the execution of the said works;

(b) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or



(c) to any vehicle being used for police, fire brigade or ambulance purposes; or



(d) so as to prevent pedestrian or vehicular access to premises in or adjacent to the length of road specified in paragraph 2 above.



7. The Order would come into operation at 10pm on Saturday 2nd March 2019 and remain in force until 6am on 6th March 2019. It is expected that the works would take place over 3 nights as follows:-

(a) between 10pm on 2nd March 2019 and 7am the next day;



(b) between 10pm on 4th March 2019 and 6am the next day; and



(c) between 10pm on 5th March 2019 and 6am the next day;



or until the works are completed, whichever is the earlier. Dated 8 February, 2019.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

(CRICKET GREEN) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2019

1. The London Borough of Merton Council hereby give notice, that to facilitate footway widening works in Cricket Green, the south-west arm, they have made an Order, the effect of which, during the works, will be to temporarily prohibit any person from:-



(a) causing or permitting any vehicle to:-

(i) proceed in Cricket Green, the south-west arm, between its junction with London Road and the mini-roundabout at its junction with Madeira Road and Cranmer Road, other than in a generally south-eastbound direction; or



(ii) turn right into Cricket Green, the south-west arm, from Cricket Green, the north-east arm; or



(iii) turn right into Cricket Green from Madeira Road; or



(iv) turn left into Cricket Green from Mitcham Park; or



(v) turn left into Cricket Green from Bramcote Avenue; or



(vi) turn left into Cricket Green from Cranmer Road; or



(b) causing or permitting any vehicle to wait, including for the purpose of loading or unloading, in Cricket Green, the south-west arm, both sides, between London Road and the mini-roundabout at its junction with Madeira Road and Cranmer Road; or



(c) entering or proceeding on foot in the south-western footway of Cricket Green, the south-west arm, between No. 46 Cricket Green and No. 78 Cricket Green.



2. Any designated parking place situated in the length of Cricket Green specified in paragraph 1(a)(i) of this Notice will be suspended for the duration of the works.



3. The restrictions will apply only during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.



4. Any vehicle in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and the Disposal of Vehicles Regulations 1986.



5. During the works:-



(a) diverted north-west bound vehicular traffic should proceed via Cricket Green and Madeira Road or via Carshalton Road and the Carshalton Road Roundabout and then Commonside West, Upper Green East and London Road; and



(b) diverted pedestrian traffic should proceed by way of the footway opposite.



6. Nothing in the Order will apply: -



(a) to any vehicle being used in connection with the execution of the said works or any public service or utility vehicle; or



(b) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or



(c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency.



7. The Order will come into operation on Monday 25th February 2019 and it is anticipated that the footway widening works will be completed by 8th April 2019. However, the Order will remain in force for a maximum period of 18 months should further works be required.
