Police had closed the road due to a major incident in Woodstock that involved a van and a car between the B4437 Duke Of Marlborough Junction, Wootton, and Brook Hill, Woodstock.
Stagecoach Oxford tweeted earlier to say their services were disrupted by the major incident.
They are asking passengers to allow time for routes to return to normal schedule.
