Officers, writing on Twitter, said one of the people was later charged with cannabis possession and released on conditional bail, with a condition not to enter Oxfordshire unless for court.
The other was released under investigation.
Police have made a court application for a closure order on the property, which would restrict access and specify who is allowed in and out.
